2) International Consultant - CRVS (Process improvement) Vacancy in World Health Organization (WHO)

Purpose of consultancy-


- To provide technical support to Member States of SEAR in strengthening their civil registration and vital statistics (CRVS) systems with a focus on improving the availability, quality, analysis, and use of vital statistics (including statistics on causes of death) to inform better health policy and planning. The selected candidate will support organization of and lead the facilitation of national and multi-country online and physical meetings and workshops for SEAR countries. Also, he/ she will develop the concept paper and draft workshop agenda the above-mentioned meetings to assist Member States to prepare country specific action plans and provide guidance and support for their implementation. 


- To build capacities among the officials dealing with CRVS in the member countries and WCOs  focal points to oversee the implementation of the projects.


- To support SEARO with the preparation of an action plan to accelerate implementation of the regional strategy on CRVS for 2015-2024.


 


Background-  


The World Health Organization (WHO) Regional Office for South-East Asia (SEARO) is providing ongoing technical support to countries in the region to improve the performance of their CRVS systems, particularly the quality, analysis, and use of medically-certified cause of death (MCCD) data and mortality statistics.  These are crucial for better health policy, planning, and monitoring progress towards the health-related Sustainable Development Goals (SDGs). Currently, SEARO and countries in the region are in the midst of a “Decade for CRVS” in terms of commitments and support for implementing the Regional Action Framework for CRVS in Asia and the Pacific (led by UNESCAP) and the SEA Regional strategy for strengthening the role of the health sector for improving CRVS (2015–2024) and WHO Civil Registration and Vital Statistics Strategic Implementation Plan 2021-2025SEARO requires technical support to accelerate CRVS strengthening activities through workshops and technical support to countries.


In the recent past some selected countries in the region have assessed their CRVS systems to identify bottlenecks and either have developed strategic and action plan (Bhutan) or in the process of developing their assessment reports  for the development of a plan (Bangladesh, Nepal). Some of the states in India have shown some interest in assessment of their CRVS systems particularly in the area of causes of death.


 


Scope Of Work-


The incumbent will perform the following duties:


-  Develop a status report for seven countries (Bangladesh, Bhutan, India, Indonesia, Myanmar, Nepal and Timor-Leste) and identify action points.


- Provide advisory and technical support to countries in implementation of the identified action points


- Facilitate and support in developing costed action plan and it’s implementation in the priority countries namely, Bangladesh, Bhutan, India, Indonesia, Nepal  and Timor-Leste country


- Provide capacity building support in production of vital statistics and M&E.


-Provide technical guidance and capacity building to the seven countries for monitoring and evaluation of SDGs using data from Civil Registration and Vital Statistics (CRVS) systems including all possible indicators related to birth and death registration and causes of deaths.


- Support drafting of regional CRVS strategic implementation plan for 2023-2024 to accelerate actions over the remaining two  years of the 10-year regional CRVS strategy period in the light of “Global CRVS implementation Strategy”


 

 


Required Qualification-

 

Educational Qualifications-


Essential-


Advanced University degree in public health, Statistics, Demography or other related field. 


 


Experience


Essential-


At least ten years of relevant experience including considerable experience working with WHO South-East Asia Region (SEAR) in strengthening CRVS.


Desirable-


- Previous experience of country level WHO work especially in low-middle income/South Asian context


- Understanding and experience of work at country level will be an added value


 


Skills/Knowledge -


General considerations -


- Experience in conducting international development reviews/ evaluations


Technical and analytical -


- Knowledge about WHO programs, WHO result based planning, GPW13 and Result Framework


- Technical knowledge of broader range of public health programs, data collection and analytical skills


- Excellent communication, interpersonal skills, teamwork, adapt at working with people of diverse cultural and social background


- Extended knowledge on UN programs and UN development frameworks 


- An understanding of core values united nations including humanitarian support


 


Languages and level required-


Should have excellent knowledge of English language (Advanced level in reading, writing and speaking)


 


Location-


Off site- The consultant will work remotely with travel as per requirement during the assignment


 

Travel-


- New Delhi and selected priority states of India, Bangladesh, Bhutan,Nepal and other SEAR countries as per need during the assignment


- All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO.


- The Consultant may apply for a UN Certificate prior to travelling.


- Visas requirements: it is the Consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.


 


Remuneration and budget (travel costs are excluded)-


Remuneration: 


Band Level C - USD 550/day


Living expenses : Per diem will be paid for travel as applicable to International consultants in the Region


While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance in line with the instructions applicable locally.


Expected duration of contract:


75 days

From 1 November to 31 August 2023
